Coding-agent extensions for the panto CLI: rules-file context injection
(agent.rules), on-demand skills (agent.skills, exposing the agent.skill tool), and layered slash commands
(agent.commands). Load by adding "panto-agent" to `extensions.rocks` in
panto's config.toml.
